Kiyoshi Saito (April 27, 1907 - November 14, 1997) was a woodblock print artist from Aizusaka, Kawanuma-gun, Fukushima Prefecture. He was a recipient of the Order of Cultural Merit (1995).

Self-taught, he established his own woodblock printmaking technique. He incorporated the techniques of ukiyoe woodblock prints and modern forms of Western artists to express Japanese sentiment. Fascinated by the woodblock prints of Sotaro Yasui, he studied printmaking. In addition to prints, he left several oil and ink paintings.
